Call the court, or simply plead not guilty and go to court whenever you are called. The whole thing sounds fishy. If possible, take the notice to the court and ask politely what it is for and why it has taken so long to come to you.

I'm not sure about the UK, but unpaid tickets in the US can follow you for seven years (the statute of limitations).
Your husband should have received something in the mail from the Illinois Secretary of State. Nebraska, and Illinois are members of the DLA, drivers license agreement. When you husband failed to appear in court/pay the fine, an automatic FTA, and a finding of guilty should have been entered. This information should have then been forwarded to the SOS of his home state (Illinois). He may not have a drivers license.

You will have to figure out which county you were in when you got the ticket (unless it was given by a municipality, then just contact city hall ), and then contact the courthouse there and ask what the fee is if it isn't listed on the ticket anywhere. If you don't pay the ticket, there will be a warrant issued for your arrest. Depending on the agency this may or may not be entered into a nationwide database. If it is, then the next time your license is run by an officer the warrant will show up and you may or may not be arrested depending on whether that agency wants to extradite. If the agency doesn't enter the warrant nationwide, and if you happen to go through that area again in the future and are stopped you will probably be arrested. I would suggest you go to the trouble to find out what the fine is and get it taken care of.
